Before investing in Apple hardware & SDK, consider delivering the help as flat HTML to be viewed in the system browser.

This is how Adobe Photoshop 6.0 help is delivered, if you'd like to see an example.

Moving your doc from SGML to HTML should be fairly straightforward.
