I would say yes but probably outside of the US. Any decently ambitious
non-US company will want to cater to the Anglophone market and thus
require English documentation in addition to the documentation in the
language of their country of origin.
In France for instance, French companies are required by law to publish
documentation in French, that is, they cannot go English only even if
their market could support such a decision. Thus we need bilingual Tech
Writer.
