I've worked with a developer that used the term 'consistent storage'. In his case, it wasn't 'official' RDB terminology---that is, he didn't have a specific source for the jargon.

As he explained it:

Consistent data storage could mean one humungous data warehouse repository that everyone has access to, or lots of departmental databases all using a common structure and query mechanism so that anybody in the organization, using corporate-standard tools and query language, can get the right information when they need it.

Portioning of responsibility --- could your developer mean 'apportioning'? That is, assigning responsibility (and change control/authority) for different chunks of the common database to different individual or departmental owners? That would fit with the parallel reference to data distribution. I'm most familiar with the term from legal contexts: apportioning risk (spreading insurance across several carriers), apportioning costs (dividing the cost of services proportionately to building tenants on the basis of square footage rented) and apportioning responsibility (determining which members of a group of defendents should get the heaviest or lighest sentences).
