Basically it is html. And I don't think that there is a tool designed specifically for that.

Check out this site (http://developer.apple.com/macos/help.html). It has the details about Apple help development.
The specific tool kit can be downloaded from Apple at:
ftp://ftp.apple.com/developer/Development_Kits/Apple_Help_1.2_SDK_1.0.sit.hqx.

You can develop HTML help on the Mac, for Windows. One way is to use FrameMaker and WebWorks Publisher. Or, just develop HTML files and link them using any of the usual Windows HTML help tools.

Linking the developed files to a Windows program is something that requires additional tools.

Dare I ask another question? I'm one of the "faithful", but I readily
concede that at times it can pose difficulties. Even though I use "Virtual
PC", and have a trial copy of RoboHelp, I can't help wonder whether there
is a RoboHelp type application for creating help files on the Mac. Any
advice?
