At IBM, we're using an internally-produced web-based tool ("Web Review")
that works rather well.

>From Frame 2000 (Adobe's Frame+SGML bastardized with add-ons), it's a simple
matter to transform a document to HTML files, which can be used in "Web
Review" to create an online document. Once users access the online document,
they can click on hyperlinked numbers (inserted on sentence by sentence
basis) and add a comment. The program dynamically generates a new HTML file,
and so the comments (dumped into a table) are then visible to all other
reviewers, and you can get a rather lively back and forth discussion.

Like all programs built for internal use, it's got glitches, but it makes it
remarkably easy to deal with a large group of reviewers. For example, 50
folks commented on technical points for my last user's reference guide, and
they were based in RTP, Seattle, and Germany.

Are there any programs like this for sale, BTW?
