John makes a very good point. Look at other well-done newsletters (LOTS of them)
that use a design, style, tone, etc. appropriate to your environment. The church
newsletter and the neighborhood association newsletter may be good for their
purposes, but are probably not the best models for you to emulate.

I also recommend "The Non-Designer's Design Book" by Robin Williams (no, not
*that* one) for some basics and beyond. At the very least it should help you
avoid some common pitfalls. At best, you'll get a good feel for how to combine
elements into a pleasing and appropriate whole.
