In other words, the overviews like leader dots in a table of contents: most of the time, you only need them because something else wasn't done properly. In the case of the table of contents, leader dots compensate for titles that are too far away from the page numbers for easy viewing. In the case of first chapters, overviews compensate for headings that aren't self-explanatory. Write properly descriptive headings, and usually the overview isn't needed.
