Basically, policies and procedures.

My suggestions will be for security policy, since that's what I know about.

There are a bunch of FYI (For Your Information) documents from the IETF
(standards body for the Internet) that might include things worth looking
at in this context. See list at rfc-editor.org

e.g. Site Security Handbook:
ftp://ftp.isi.edu/in-notes/rfc2196.txt

www.sans.org (SANS = System Administration and Network Security) also
has a lot of documents on security policy and techniques.
