TW: paid $25 per hour by Volt for "technical writing services" (at 2 weeks
of work, this is $2000)
Volt: charges second shop $40 per hour for "technical writing services and
administration"
Shop Two: charges GTE Gov't Services 50$ per hour for "senior-level
technical writing services and administration"
GTE: charges US Air Force $120 per hour for "senior-level documentation
services and administrative overhead"
Air Force: submits budget to Congress containing a line item for $200 per
hour for "documentation creation, maintenance and management services, and
information mapping and design on project x"
Congressman from area where job is adds line item to budget containing "$650
million dollars for project x, including $160,000 for detailed documentation
and information services, as specified in subsection 3, paragraph 8, line
32b."
Of which, the TW sees? $2000
Ah well. That's gov'ment work for you.

The Air Force was paid by the Department of Defense, who was paid by
Congress.

Several years ago I did a stint as a contracted Configuration Manager in
an Air Force facility. I was paid by Volt Technical who was paid by
another 'shop' (can't remember the name) who was paid by GTE Government
Services (the prime in-house contractor), who was paid by the Air Force.
