Here's a thought...if you can't delete the page, have you thought about
"intentionally leaving it blank for hard copy use"? If you can't delete,
can you still add...that is, can you draw a white box over the 2 lines,
and put your own text there?

Another tip is to make sure that the TOC links (and other internal doc
links), pass the page completely. The only way users ever see the page
is if they're scrolling through the doc. Not perfect, but it's an
improvement!
