I was in the same situation a while back. I was not successful in
resolving it - I coluntaqrily left the company, but the manager involved
was a total

(and that is being kind)

However, I have some thoughts:

How sympathetic is your HR person? You need to establish a file with HR
explaining your side of the story. Even if you can't back it up, and
have only verbal discussions to rely on, tell them about it. It could
become critical in the event of litigation or arbitration. And HR just
might be willing to go to bat for you!

If your previous reviews have been good, you have a very good leg to
stand on -- you can show that this is the only time you've not met
expectations, and you have an explanation.

Do you have copies of what you got from the engineers? Show the holes.
Can you get the engineers to explain why they didn't give you the info?
What their schedule was like?? (Were they too busy to meet with you?
That would help explain why your boss told you to let it go)

About your boss:

If you know them well, go into their office, close the door, and ask
what the @#$% they are doing? Why didn't they back you up to their boss?
Remind them of their direction to you about the follow-up release.
Show your disappointment and sadness. then.....

MAKE SUGGESTIONS ON HOW TO FIX THE DOCS. Have a list of exactly what is
needed to bring them up to snuff.
Give a good estimate of how long this will take.
