Seems to me that a user-specified preference is the best solution there is, although with Microsoft, I'm sure it will be preset to "On." The nature of HTML publishing is that the user always has the final say over how something appears, not the author or publisher. You can specify the font, positioning, and all other aspects of a page's appearance, but I (using any browser currently available) can override your settings, even ignoring the style sheets you so carefully prepared.

I can even configure my browser so that links appear the same as all other text on the page. What fun it is to be the user, in charge of my own computer, without anyone being able to tell me how a document should appear.

I'm completely in favor of Microsoft putting a Smart Tags preference in IE, so even if a technical writer out there prefers that I not see any Smart Tags, I can still decide what happens on my own computer. Although I still think the setting should be off by default.

If you make sure that your documents are published according to the industry standards (such as those published be W3C.org) and that they validate correctly, then anything the users do on their own computers shouldn't worry you at all.
