I think that your friend should have the common courtesy to let you know
that he was compiling a contact list. Had he done so, you could have
decided not to help advertise your agencies.

2) Even though others may know of the same agencies, is it wrong to
expect that they should have been treated with a certain level of
confidentiality?

In a word, Yes.

The agencies you work with are in business to match workers and
employers. They spend quite a bit of money to advertise their services.
Word-of-mouth advertising like you provided your friend is the best
advertising. Your agency contacts cannot buy that kind of advertising -
they can only earn it through excellent service. You did them a favor
when you passed their names along. Conversely, you did them a
dis-service when you reneged. Had I been one of the recruiters, and
found out that you did not want to pass my name along, I would place
your name at the bottom of my list for jobs and at the top of the
proverbial sh*t list.

Your attitude seems to be of the dog-in-the-manger type. They are not
your private marketing division. If they don't have workers to provide
to their clients, they'll be out of business the next time you need
their services.
