Apparently Anonymous's company has not considered a matrix organizational model.

In its simplest form, this means that the writers are a "resource group" and report to a functional manager, who deals with recruiting, professional development, best practices, personnel issues, etc., and who assigns each writer to one or more project teams. The project managers draw individuals from various resource groups (writers, developers, whatever) and assigns specific tasks and deliverables to those individuals.

In this model the new writer can be committed for 100% of her time to the project assignment, leaving no time for non-project activities such as meeting with other writers; however this may not be the most productive arrangement. It might make sense for Anonymous to suggest that the writer be assigned to the project for 85-90% of her time, allowing the remainder for activities involving other writers.
