Window Time

I have a contract tech writer friend who charges clients "window time" when he has to commute to and from their office. He charges half his full rate, which is normally between $70 and $115 an hour, depending on the duration. Does anyone know if this is a routine practice in consulting circles? I have to commute a long distance for my current contract and I would love to charge "window time."
