Reading the below, I began wondering whether anyone thinks about how a
software package is going to be learned *before* deciding (or giving
approval) to buy it. Is there anyone who, when asking for approval to
get new software, has to show a plan for training themselves/others on
it? Is there anyone who, before approving the purchase, asks for such a
plan from the party submitting the proposal?
