I'd go for a suite of SWs; Paintshop Pro ($99), SnagIt ($39), and
Ulead SmartSaver Pro ($59). Between the two of them, there is almost
nothing you cannot do.

SnagIt for capturing images.
PSP for image editing, conversion, and markup. Has a decent browser
too.
Ulead SmartSaver for batch optimizing graphics for smallest file size
and fastest download.
