HTML Help and associated dlls

I am creating a HTML Help file (.chm) with many small help files being
compiled into it. The help file is to go with a free download from a
website. There is ONE downloadable file for everything from Win95 - Win2000
and WinME.
What do I do about (not) including IE .dll's? and Hpudd? files.
