Yes, there can be elements of all these things in certification,
especially protectionism. However, your statement is far too sweeping.

On the positive side, certification can provide proper training and
consumer reassurance and protection, both of which tend to raise the
stature of a profession.

The trouble is, modern society has lived with certification for so long,
and has such a poor sense of history that the average person often
forgets the reasons why it was put into practice in the first place.
