I use CorelDrawSE (It was a freebie with a scanner or something) and it
works great.
It comes with a few add-on programmes including one called OCR-TRACE.
Ocr-Trace claims to be able to convert bmp graphics to vectors and it does
seem to do the trick.
Whether or not it is a true conversion, as with some other graphics
software, I couldn't say but so far I have no real complaints.
CorelDraw/Paint SE seems to be the same as versions 6 or 7 (it looks to
contain elements of both). Now on #10, older versions are available at
budget prices. Here in the UK I have seen V8 for around £10 so it could be
worth getting just as a trial. At worst, you'll still have another pretty
capable graphics package.
