No, PaintShop Pro cannot do everything that Photoshop does. However, for
most technical writing, PSP is perfectly adequate, agreed. However, knowing
Photoshop is a little more of a bonus on a resume, to me. Opinions may vary
but I feel somebody who has a working knowledge of Photoshop has more
knowledge and skills to apply to whatever tool I give them . . ..

Again, I understand, this is a personal bias.

For the purposes of outlining what software tech writer wannabes should look
at, as I have said before, I recommend being familiar with a bitmap editor.
