Depends. Are they expecting a server which doesn't need any security, and
which you can afford to lose or replace any data that might be lost on it?
If so, go ahead. Setting up a Linux or BSD -based web server is fairly
simple to do.
Now, if they're expecting some sort of security, if they're expecting it to
be able to stand up to the recreational hacking that goes on at most "large
research universities" then tell them it'll take a while. Quite a while.
The learning curve stretching in front of you looks something like L'Alpe
D'Huez.
Anyone can set up a web server; it's child's play. Shouldn't take more than
a couple of hours -- minutes if you're a quick enough study. But securing
one from even a batch of script kiddies takes quite a bit more knowledge.
Computer security is a black art.
