Effective telecommuting requires (among other things) that the
telecommuting employee have the discipline to stay on task and be
conscientious about working the minimum number of hours the company
requires for the position. But I think that most of us realize that
effective on-site work requires the same two qualities.

As someone who has both worked on site and telecommuted, I've seen
people in both environments who lacked one or both of these qualities.
If the employee--either on-site worker or telecommuter--lacks these
qualities, then it is the employee's manager who is to blame if there
are no consequences for that employee's failing to stay on task or to
work the required number of hours.

Effective telecommuting and effective on-site work require effective
management as well as disciplined workers who know exactly what is
required of them. Effective management is sometimes--perhaps
often--lacking in both on-site and telecommuting environments.
