Here is how it was done at my previous job:
The writers took photos with a digital camera and turned the disk over to
the art department.
The illustrators brought the jpgs into AutoCAD and traced them as line art
(I'm guessing that this was in a different layer) and then discarded the
photo from underneath.
I tried a variation on this technique with PhotoShop and a photo of Elvis
Costello to see if I could do it.
