What about comp.os.ms-windows.programmer.winhelp? Not so much traffic
recently, but...
Does egroups offer a news:// interface? Mailing lists generate too much
traffic, digests are too bulky (and how do you respond?), but reading a
mailing list through a newsgroup is perfect. It's definitely my preferred
way to read techwr-l (and I'll bet it eases the load on Eric's sendmail
server).
