Well, if it compresses your color space to 256 colors and dithers the rest, that's lossy in my book. As for TIFF, while it supports CMYK, I generally use RGB and let the print driver do the conversion to CMYK. The principal inputs for TIFFs are monitors, digital cameras, etc., that work in RGB space, not CMYK space, so it's just easier.
