A few weeks? Good grief, no sense of urgency on their part at all, eh?
Telco is complicated -- make sure your friend knows that. Not to warn
him off, but just so he understands it's not something you pick up in a
day. And there are new terms and technologies and sub-industries coming
all the time. It's crazy-making.

Anyway, here are some basic telco books. I'm sure there are others.

The McGraw-Hill Telecommunications Factbook: A readable guide to
planning and acquiring products and services. Joseph A. Pecar et. al.
ISBN 0-07-049183-6.

Broadband Access Technologies. Albert Azzam and Niel Ransom. ISBN
0-07-135060-8.

DSL for Dummies. By David Angell. ISBN 0-7645-0475-4.
