Not sure about a legal difference, but the most common usage I've seen
is to use a hyphen (e.g. 1997-2000) to include all dates. I've only
seen a sequence of dates used on the copyright notice page of "The
Chicago Manual of Style". The notice lists three different dates; each
date corresponds to when a specific edition was published.
If you want more info about copyright law, pick up a copy of "The
Chicago Manual of Style" and look at sections 4.9 through 4.13 and
4.25 for starters. If your company has an attorney, ask him or her
about the issue as they should have some books on the subject.
