None of these items are "benefits" in my humble opinion. They are the 21st
century standard for a civilized work environment. Your boss is a fool to
think that any of these justify a lower salary.

You might ask you accounting department to provide the actual per-employee
cost for these items to help bolster your arguments for better pay.

flexible work hours
occasional telecommuting acceptable (once a week is the standard)
casual dress
a standard 40-hour week
