My own opinion is that the second example is correct:

...on-site classes for employees and their families are not feasible.

If you remove "for employees and their families" from each phrase and read
it again, it becomes clear. The subject of the verb (classes) is plural,
therefore requiring the plural form of the verb.

Of course, you could just make the subject "training" and use the singular
form. As in:

...on-site training is not feasible.
