Hello Megan,
How about announcing the Draft release of the manual through email to your
entire company? People could then come in at that stage through proper
channels.
In a recent project I was delighted to be included on the global mailing
list of the company (even though I was a Contractor) -- I even got reports
of the bugs tracked by the Quality Assurance department. This was very
morale boosting to me.
In one of my telecommuting projects, we have toyed with the idea of having
mailing lists or listservs for communication between employees and
customers. If there were mailing lists for sharing such information, perhaps
that could also help. Of course, the announcement can be sent to all the
appropriate group or departmental heads through email. I am sure you may
have tried something like this.
Perhaps, such manuals can be kept on the Intranet Library -- if people wish
to review them. But I know for a fact -- getting review comments is quite
difficult.
