Did you check the archives on this? I suspect these tools have been
discussed there before. Anyway:

As far as I know, RoboHelp and ForeHelp seem to go about help authoring in
completely different ways. RoboHelp is a series of Macros that requires
Microsoft Word to run. Thus, if you create your original content in Word and
need to convert to online help, RoboHelp might be the tool for you.

ForeHelp is a stand-alone help authoring tool. Into ForeHelp, you can
apparently import FrameMaker MIF files or Microsoft Word files, as needed.
If your help authoring tends to be a standalone project that is not based on
the same content used for printed stuff, ForeHelp might be a better choice.
Certainly, if you are creating in FrameMaker and using those files as a
foundation for your help, ForeHelp's MIF import will work in your favor.

Other than that, checkout http://www.forehelp.com and http://www.ehelp.com.
