My $.02 worth:

"DAYTIME TELEPHONE or E-MAIL ADDRESS must be provided by the user. The user
may select which field to complete. [if true] An error will be returned if
one of the two fields is not completed."

My mind is drawing a blank. I need help with a term.

There are two fields (DAYTIME TELEPHONE and E-MAIL ADDRESS) and at least
one of those fields must be completed. The user may decide which field to
complete. The fields are not required fields, they are ___________
fields. Conditional? Dependent? Co-dependent? (grasping at straws)

I've tried looking as the MS Manual of Style, but drew a blank. My fellow
writers haven't been able to help either. I appreciate any ideas you can
give me.
