If you want to simply convert a jpeg or bitmap to .ico, you can use Hijaak or
Thumbsplus (to name a few).
If you want to actually *create* an icon and incorporate it into an .exe, I
suggest Microangelo 98. It's shareware, but it will let you do almost anything
and everything to do with icons.
