If you want a ToC that links dynamically to all the pages it refers to, try creating
a ToC using RD fields, and then convert it to HTML using HTML Transit. The version
I use is 3.2. It creates a completely linked ToC. I have not used it with a ToC
generated using RD fields, but I see no reason why it should not work.
Cost of Transit is a steep ($5,000), but you can download a 30-day demo to evaluate it,
and if your company can see a way to justify purchasing it, it takes most of the labor out
of converting Word97 to HTML. (If someone in your company already has Transit 3.2, they
can upgrade to Transit 4.0 for $1,000.)
