You and your colleagues are both right and both wrong. You are correct
that the baseline should be toward the center of the page. Your
coworkers are correct that the baseline should be toward the spine.

You can accomplish both by taking the graphic in Cover2.pdf and sliding
it to the right, so the top is toward the trim edge.

The reason your Cover1.pdf doesn't work is that people are accustomed
(at least in the business world) to the three-ring binder that hold
either a stack of financial tables or a bunch of PowerPoint printouts
oriented landscape, so that the binder spends a lot of time with the
spine running left-to-right. Your Cover1 design therefore provides a cue
that this is one of those books and I might as well turn the thing now.
It does not communicate the more neutral message that this is just a
design element that looks neat.

If you were doing this in a bound book, the cultural association with
landscape pages would be broken and there would be no reason at all to
change your original design.

Just my opinion.
