CorelDRAW (I also have version 8) does have this capability, and I've used
it before, but it's been a while :)

It was fairly easy to accomplish - there are just three steps.

1. Create the graphic (in this case, by importing it from whatever file
format it is currently in

2. Under the File menu, select Export, then select Export as a True Type
Font (ttf)

3. Assign your new font character a font name, and Export

There are some things you need to take into consideration when creating a
new font, such as ascender and descender height, character proportion (for
kerning),etc. Also, bitmaps tend to get messy when resized, so if your
graphic isn't in a vector format, you might want to have it vectorized.

If all you want to do is export the character set, CorelDraw might be the
way to go.
