You'll have the same problems with any other authoring tool; HTML really
isn't layout friendly, at least not in the sense of trying to recreate the
look and feel of paper documents on the screen. You can fake a 2-column
layout using tables, frames, and other kludges, but it's awkward and doesn't
really take advantage of the online medium. If the format is really
important, choose PDF, and design the document to fit in landscape format
(horizontally) on a 14-inch monitor; everyone will still be able to open and
read the file in their Web browser (assuming they've installed the Acrobat
helper application/plugin), which is the whole point of putting it onto an
intranet in the first place.
