Translator-friendly help ?

Can anyone suggest a form of on-line help that fits the following criteria :
a) Can be translated by translators without specialist knowledge of
on-line help
b) Does not require complex re-building after translation
c) Can be printed in book form, if the user wants to do this (I am
thinking of giving up writing manuals)
d) Which preferably works contextually, or which has other
user-friendly features such as links from screen-grabs to take you directly
to the information you need.
