I think the users *were* the ones surveyed... these are internal docs IIRC.
Is it possible that the users didn't want PDF files because they didn't like
viewing them online, but they *would* like them as an option if they wanted to
print? It's more work for you to create two versions of each document, but it
might be less work than trying to prevent people from printing altogether.
