As a practical matter, HTML is not the format to use when you want to
disable printing.

A far easier and more reliable way is to render your doc as a PDF, then
disable the printing in the PDF and lock it. That way, you have to be a
hacker to get it to print, but it'll display just fine in a browser. PDFs
can be produced as easily and quickly as HTMLs, so you won't have any more
investment than you have now. You can set up a directory that Acrobat looks
in every so often. It distills whatever it find there, then puts the
finished PDF in the directory you choose, which in your case can be a final
QC directory, or right to the download directory. As a bonus, you can send a
locked PDF via email attachment to somebody and not fear that it will be
reproduced, except, of course, as an electronic file. The PDF always carries
its creation date, too, so you have a fast way of keeping track of updates.
