First, thanks to the many people from all over the place who replied to my
question about telephone numbers.

I'm curious, though. Many people mentioned the importance of making clear
which part is the city code (analogous to the area code, 123, in the
original question). Why does that matter? Do European phone systems require
a pause or some other action after the city code is entered?
