NetHelp only runs on Netscape, and is also a dead product. No more work is
being done on it.

JavaHelp is meant for Java applications; it can be launched from a browser,
but, the last I heard, not from Unix browsers. It's also slightly buggy, but
fit for use if you don't mind workarounds. It has all the features that you
list.

What you can do, technically, depends on what you're providing help for, for
example, Web pages, a Windows app, a Java app, etc.
