A step by itself can simply appear as:

"To initiate a violent exothermal reaction in your neighbor's cubicle,
dial 9 on your telephone."

If it's combined with a multi-step alternative, I'd do something like
this:

To enable the electro-shock in your colleague's chair, dial 9 on your
telephone, or follow these steps:

1 Click the Shock the Monkey button in the Revenge window.

2 Enter the reason for the shock in the Explanation field. For example,
you might enter "Chewing too loudly."
