PDF to HTML?
I would appreciate some advice on how to convert some legacy PDFs into
HTMLs.
What's the easiest way?

I just tried out a free service called GoHTM from BCL Computer that
converts several file formats to HTML online. My test file was in .pdf
format, and the only problems were with Captured text, which is not
likely to concern you.
I believe they also sell a tool that allows you to do this in-house.
