Here is an idea to kick around:

For those who live outside the U.S., could you get together with other TWs and subscribers in your area and send one larger bank draft, thus spreading the handling charges amongst yourselves? Possibly your STC chapters or something similar, if you are affiliated with them.

Just an idea.
