Northeastern University in Boston has both a Master's degree program and
a certificate program.
Bentley College in Waltham offers a Master's degree in Information
Design and perhaps other relevant subject areas.
Middlesex Community College in Bedford has an extensive technical
writing program. (I have guest lectured there.)
UMass Lowell has a certificate in TW program as well as other relevant
certificate programs (JavaScript, Web Design). (I am the instructor for
the Intro to Tech Writing course there).
