I recommend you get a good book on the HTML standard.

The HTML standard just is not sophisticated enough to provide the same
formatting as FrameMaker. Although, having wrenched on a few web sites, I'm
not sure I need the same formatting as provided by FrameMaker. besides, what
are you viewing the HTML with? Your browser will make a difference.

If I want to distribute something on-line that looks like a Frame doc, I use
PDF. If I want to create an on-line book, I use PDF. If I want to create a
web site, I use a web authoring tool (WAT??). Online help? Well, until now I
created WinHelp. I'm teetering on the edge of falling into the depths of
HTMLhelp, however, and will do that with WEbWorks Publisher. I am not,
however, going to create web sites by authoring in FrameMaker and converting
to HTML. I plan only to use FrameMaker and WWP for online help creation.
