One thing to consider: are the users completely attuned to
the huge manual? It could be that you have a community
of users who know that the information they need is on
page 297.
I certainly hope not, but I've met medical people like
that. And the huge manual, bad as it is, might be more
usable to them than collection of much better books,
simply because of familiarity.
