The Shut Down Windows dialog (select Shut down from the Start menu) has a
Yes and a No button without a Cancel button.

The Windows Interface Guidelines for Software Design clearly states: "Some
situations may require offering the user not only a choice between
performing or not performing an action, but an opportunity to cancel the
process altogether. " Not all situations, some situations.
